Herbert was born 1892 in Walsall, Staffs, the son of James Limb Hoskin and Annie Elizabeth (nee Storer), born in Ironville. In 1891 Herbert’s father was employed as a pub manager at the Windmill Tavern in Walsall. In 1892 Herbert’s father, James, died and his mother Annie went on to marry William Smith. In 1911 William, an engine driver at the colliery, and Annie were living at Elm Cottage, Franklin Road, Jacksdale with their daughters Catherine Maria and Winifred May Smith aged 9 and 7 . Herbert, aged 19, an odd stuff maker at the pipeyard is also living in the household, as is his elder sister Flora Hoskin, aged 21, a school teacher.
Herbert went on to marry Lucy Ann Smith in 1916 and they possibly had children James A. b. 1918 and Dorothea b. 1929. His sister Flora married Charles Parker in Devonport in 1916.
